Congress Passes Ryan White HIV/AIDS Reauthorization Bill Print

Washington, D.C. – Today, Congressman André Carson issued the following statement after voting to pass S. 1793, the Ryan White HIV/AIDS Treatment Extension Act, which reauthorizes the Ryan White Care Act and provides over $2 billion in annual funding for HIV/AIDS research, treatment and prevention:
 
“Over two decades ago, Ryan White, a young Hoosier who contracted AIDS from a routine blood transfusion, brought national attention to this disease which had previously been viewed only with distrust and fear.  Today, as a result of his brave efforts, we now understand more than ever about this deadly disease.  We are now better prepared, through the Ryan White Care Act, to pursue the treatments that have the potential to save hundreds of thousands of lives.
 
“While we have seen a steady decline in HIV/AIDS cases in recent years, the number remains much too high with over 50,000 new diagnoses in the United States each year.  Clearly, additional resources are needed to ensure that ongoing prevention and treatment programs remain successful.  This bill does just that, providing critical resources which I am confident will continue the recent decline in AIDS related diagnoses and deaths over the next four years.”

The Ryan White program has been serving people with AIDS and HIV for nearly two decades.  Today, the program provides care, treatment and support services to nearly half a million people – most of whom are low-income.  Without this critical safety net, some of our nation’s most vulnerable populations would not receive the care and treatment they need and rightfully deserve.
 
Today’s vote on the bipartisan Ryan White HIV/AIDS Treatment Extension Act reauthorized the Ryan White program for four years.  In order to respond to a growing level of need, it increases the authorization level for each part of the Ryan White program by 5 percent a year for the next four years – authorizing a total of $2.55 billion in FY 2010, $2.68 billion in FY 2011, $2.81 billion in FY 2012, and $2.95 billion in FY 2013.  Below is an overview of some of the bill’s key provisions.
