IN-07 Request Process

Background

If you are interested in submitting a programmatic or a Community Project Funding request for FY 2026 Appropriations, please complete the form below and submit it by noon on Wednesday, April 23, 2025. All fields must be completed and separate forms should be sent for each request if there is more than one. No requests will be considered after this date.

Please note that programmatic requests should be for changes in the total funding levels of current federal programs. There is no guarantee that funds will reach the requesting organization since programmatic funding allows eligible entities to apply for funds on a competitive or formula basis. All programmatic requests are an opportunity to boost or reprioritize funding levels for federal programs that are important to Hoosiers.

The Community Project Funding opportunities are requests which may result in funding to a single organization or project. For example, funding to a specific affordable housing development or neighborhood revitalization project could be considered eligible. Community Project Funding is only eligible to local and state governments and eligible non-profit organizations. Non-profit entities as described under section 501(c)(3) of the Internal Revenue Code of 1986 are the only non-profits that are eligible.

For-profit entities are not eligible to apply.

All requests for report language must be discussed with staff in the Washington, D.C. office and not submitted using the appropriations request form. Please direct all requests to IN07.appropriations@mail.house.gov

For your background, this year, the House majority has maintained the restriction on the number of subcommittee accounts that are available for Community Project Funding, from 12 subcommittees down to 7 subcommittees.

For FY’26, a prohibition remains on projects in the Labor, HHS and Education spending bill, which precludes Members from requesting projects for: facilities and equipment needs for local health care clinics; behavioral health services; violence prevention and food assistance for children and families in poverty; afterschool programs for elementary and secondary school students; postsecondary school programs for college students; and job training programs.  These restrictions include a general prohibition on projects for museums, commemoratives, and memorials; swimming pools, water parks, golf and golf courses; health care facilities; and venues strictly for entertainment purposes such as theaters and performing arts venues.  Finally, the majority has indicated that they will not support any Byrne Justice projects in the Commerce, Justice, Science bill that “undermine the 2nd Amendment” or “appear to be anti-law enforcement or unrelated to criminal justice.”

Members must also include a written statement in each request specifying the “federal nexus” that shows the purpose of the project is tied to a federal authorization law. This must be provided for all Community Project Funding requests.

Notwithstanding the majority’s reduction in accounts available for Community Project Funding, I will be fighting hard to bring more resources to deserving projects in our congressional district, through programmatic, language or project requests.

The existing multi lane one way 29th Street and 30th Street have empowered reckless driving; converting these roadways into two-ways will enhance public safety for all members of the community.

Explanation of Request: The Howland Ditch Greenway Flood Control Improvement project will develop the design to revert the piped and channelized stream to a two-stage ditch, add floodplain storage and reduce impervious area. It will use natural solutions in a developed area to create resiliency and reduce associated flooding costs. The proposed improvements remove 20 structures of 31 structures from the floodplain.

Improvements to the roadway will allow for Americans with Disabilities Act compliance and improve pedestrian accessibility throughout the corridor.

Explanation of Request: The funding would be used to create an Emergency Response and Training Center at the Indianapolis Airport.  This innovative joint-use facility will combine fire and police training facilities and function as a strategic back-up Sensitive Compartmented Information Facility (SCIF) for the city of Indianapolis. The center is designed to bolster interagency coordination and communication, especially during security incidences when a SCIF is needed outside of downtown Indianapolis. Currently, there is no aircraft fire and rescue training facility in the entire state of Indiana, which requires aircraft rescue and firefighting personnel to travel out-of-state for training and certifications and this center would alleviate the travel burden, be a first in Indiana, and improve safety for the state and region.

The project will use nature-based interventions to remove approximately 500 parcels from the Special Flood Hazard Area of the State Ditch. The project is focused on greening and stream naturalization of the State Ditch waterway by converting State Ditch between the Sam Jones Expressway and West Troy Avenue to a two-stage, nature-based channel.

The project will replace deficient stormwater infrastructure and pavement, and introduce dedicated bus lanes that will improve speed, reliability, and safety. Funds will support stormwater construction of the Pleasant Run and Pogues Run outfalls and includes 2-5’ diameter trunk sewer. The funds will pay for infrastructure to reduce flooding events, which will improve public health and safety. The existing deficient combined sewer system will be replaced with a modern separated sewer system and detention sites.

It will also remediate and remove significant environmental barriers to redevelopment and spur economic development activities in the federally designated Indy East Promise Zone (IEPZ).

The long-term goal is to establish a community serving space at the rehabilitated building, providing a hub for youth to develop their talents and education, job training, anti-abuse initiatives and counseling.

This software, Veritone Redact and Veritone Illuminate, are state of the art body worn camera software and transcription service. The software and staffing upgrades for the Body Worn Camera Unit will improve the quality of prosecutorial actions by strengthening and expediting charging decisions, resulting in better outcomes that ultimately improve community safety.

Explanation of Request: The funding will be used for the Indianapolis Airport Authority (IND) for the installation of Common Use Terminal Equipment (CUTE) at IND that will enable the sharing of ticket counters, passenger hold-rooms, boarding bridges, baggage systems, and other commonly used areas and equipment by both current and future air carriers, thereby increasing capacity without the costly expansion of the terminal or addition of new equipment.
