REMARKS BY
THE HONORABLE ANDRÉ CARSON
FLOOR STATEMENT ON THE AMERICAN RECOVERY AND REINVESTMENT ACT
FEBRUARY 13, 2009
Madam Speaker, my sister works in an emergency room. And she once told me that when they have patients come through her ER, one of the first things they must do is stabilize them.
In the case where a patient is hemorrhaging, the ER team must stabilize that patient by stopping the bleeding. And that is where we find ourselves at today with our economy. It has been hemorrhaging jobs the last eight years and now we must stop the bleeding.
And we stop the bleeding by passing a bill that will create up to 4 million jobs and invests in our nation's infrastructure.
And while this bill is far from perfect, it is a good start. I strongly encourage my colleagues to support this worthwhile legislation.
